Hours: Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed.

 All work products resulting from the project shall be considered “works made for hire” and are the property of the DFPS.  DFPS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DFPS will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
DFPS is continuing its large modernization project to its SACWIS-compliant caseworker system.  The project has been ongoing to modernize the 20-plus year-old casework system into a modern web application that will enable DFPS and external partners to more efficiently record, track, and analyze case file information.
Two Project Manager 2 positions will be assigned to and lead various sub-projects of the large modernization effort.  The worker(s) will report to the Project Management Office and will work closely with the overall modernization-project Project Manager, program area liaisons, and agency accounting staff.  The worker(s) will also be required to inform project sponsors of project risks and issues. The worker(s) will be responsible for overseeing and leading assigned projects. The workers will document project activities, update SharePoint with project status reports and issue and action logs.  The worker(s) will be required to use Microsoft Office Suite software including Word, Excel, SharePoint, and MS Project.  The worker(s) must have strong written and verbal communication skills and have ability to analyze and resolve project issues.  The worker(s) will facilitate and lead project activities and work sessions comprising agency program, IT, and vendor staff.
*Due to funding considerations, DFPS can only consider candidates presented with a not-to-exceed rate of $100 per hour.
Other Special Requirements:
Candidates selected for interviews will be asked to provide two writing samples of work projects related to this type of role.
               Minimum Requirements:
Years Skills/Experience
10 Working knowledge of Project Management Life Cycle processes and documentation
8 Working knowledge of Project Documentation including project plans, work breakdown structures, issues logs, action logs, and decision tracking documents.
8 Leading customer groups in project change request activities
8 Working knowledge of Texas Project Delivery Framework requirements for major information resources projects
8 Working knowledge in guiding various project teams; and subsets of teams within a large Information Resources project
8 Ability to communicate with project resources related to project plans and deadlines.
8 Experience managing competing interests from various project stakeholders and reaching consensus for appropriate next actions
8 Strong verbal and written skills with all levels of an organization include line staff and up to program leadership
8 Strong presentation and facilitation skills for leading work sessions and project team meetings.
8 Working knowledge of developing and/or interpreting complex Use Cases.

Certification Prefer PMP certification
8 Lead Project Manager on Major Information Resources Projects
8 Knowledge of SACWIS (Statewide Automated Child Welfare Information Systems) Certification requirements
5 Strong understanding of EIR Accessibility requirements and their technical specifications
Strong Understanding of Payment Processing
Strong Understanding of Service Codes within an accounting framework
Services expect to start as soon as possible and are expected to be completed by August 31, 2018.  Total estimated Worker hours shall not exceed 1,100 hours per worker.  This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.  Candidates must be available for face-to-face interviews.
