FileNet Systems Analyst for TWC, Austin, Tx

Hours: Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed. 
Visa/Contracting Type: W-2 employment with benefits. Must be US Citizen, EAD, or Green Card Holder. No H1-B's, 1099's, or Corp-to-Corp.

Minimum Requirements:
Years Skills/Experience
7 Experience as a systems analyst or a bachelor’s degree, preferably in a technical or analytical field and three years of experience as a systems analyst
3 Recent experience in gathering requirements, quality assurance testing and/or knowledge of the UI Benefits, Tax and/or Appeals Systems
3 Experience conducting fit/gap sessions, performing system configuration, conducting testing including UAT and developing training documentation
3 Experience preparing project documentation such as: system requirement specification, functional design specifications, architectural diagrams, flowcharts, screen prototypes, wireframes, interface specifications, data migration rules, logical workflow charts, database design specifications and data warehouse design specifications
3 Experience with a document management system (object storage system is preferred)
3 Skills in developing creative and workable solutions to complex problems
3 Knowledge of SDLC (agile, waterfall) principles and practices
3 Proactive and detail-oriented; able to manage multiple concurrent projects and tasks; and meet deadlines in a fast-paced environment
3 Experience using Microsoft Word, Excel, Visio, and DB2
3 Ability to communicate effectively verbally and in writing

Preferred:

3 Experience with FileNet and Captiva
3 Experience with Captiva and/or ImageTrust
3 Experience in TWC environment and technology platforms
3 Experience in Public Sector delivery


All work products resulting from the project shall be considered “works made for hire” and are the property of TWC.  TWC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law.  TWC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

Position will start as a six-month contract role with potential to compete and be selected through the open-competitive selection process for a full-time employee position. Seeking an IT professional who uses their knowledge and experience to solve business problems, while adhering to the adopted System Development Life Cycle (SDLC). The ideal candidate will have strong problem solving, critical thinking, coaching, and analytical skills. Must have the ability to communicate in a professional, customer-focused manner. 

Performs complex to advanced computer systems analysis work in support of the Business Systems Integration (BSI) unit. Work involves coordinating the planning, and analysis of user requirements, procedures, and problems to automate processing or to improve existing systems. May provide guidance or supervise the work of others. Works under general to minimal supervision, with moderate to considerable latitude for the use of initiative and independent judgment.

The Worker(s) will:
-Uses standardized project management methodologies, tools, and techniques to address project needs.
-Assist with creating, maintaining, and enforcing global standards.
-Acts as resource to vendor/contract staff on TWC standards and templates.
-Conducts joint application design sessions with customers and IT staff to define business requirements and develop software systems requirements.
-Communicates with users to determine requirements of new programs/systems or modifications to existing programs/systems.
-Prepare complex preliminary and detailed designs, process models, flowcharts, data mapping and other documentation for present and proposed business processes and automated systems to verify design logic and processes.
-Develop or assist in developing comprehensive test plans and may coordinate test activities and/or execute test components to ensure changes to existing or new programs meet business requirements and function as designed.
-May review or assist in reviewing documentation and perform quality assurance activities to ensure compliance with program documentation and procedural standards for the assigned project.
-Assist in the diagnosis of problems associated with automated applications and writes detailed specifications for developing or correcting software for handling complex processes to improve system performance and/or accuracy.
-Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and Standard Operating Procedures (SOPs) that govern TWC IT.
-Contribute to teamwork and communicate effectively.
-Promote an image of IT excellence.
-Maintains a reliable predictable work schedule and may be called upon to work outside of normal business hours to sustain operations or complete urgent assignments.
-Performs other duties as assigned to maintain IT operations.

WORKER SKILLS AND QUALIFICATIONS
Worker should be qualified to serve as a “Systems Analyst”, Level 1 under the Texas Department of Information Resources (DIR) IT Staff Augmentation Contract guidelines.
