Texas Workforce Commission (TWC) requires the services of two (2) IT Contract Managers, hereafter referred to as Worker(s), who meet the general qualifications of ITSAC IT Contract Manager, Level 2 and the specifications outlined in this document for TWC.
 
Required/Preferred Skills: 
  • 10 years, Required - Experience with technology contracting, contract management, and purchasing or procurement management in local, state, or federal government
  • 10 years, Required - Experience with reviewing and evaluating technology contracts and vendor deliverables
  • 05 years, Required - Experience with Department of Information Resources (DIR)’s solicitation and contract processes, policies, guidance, exemptions, and limitations
  • 05 years, Required - Experience with Microsoft Windows and Office products:  Teams, Outlook, Word, Excel, Visio, and PowerPoint.  Experience with SharePoint
  • 01 years, Required - Certified Texas Contract Manager (CTCM) – Currently certified or will obtain certification within two (2) weeks of onboarding 
  • 01 years, Required - Knowledge of applicable local, state, or federal rules, regulations, and policies related to contract procurement administration and management
  • 01 years, Required - Knowledge of procurement policies and procedures as defined in the Texas Procurement and Contract Management Guide
  • 01 years, Required - Ability to work independently while understanding the need for communicating and coordinating work efforts with others
  • 01 years, Required - Ability to handle multiple priorities while meeting strict deadlines and make critical decisions
  • 01 years, Required - Ability to work closely with cross functional teams; establish and maintain cooperative and constructive work relationships
  • 03 years, Preferred - Certified Texas Contract Developer (CTCD)
  • 01 years, Preferred - Formal project management training and/or certifications
All work products resulting from the project shall be considered “works made for hire” and are the property of TWC.  TWC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law.  TWC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

Services are expected to start as soon as possible and are expected to be completed by August 31, 2024, or when total hours estimated on work order have been depleted, whichever occurs first.  Total estimated Worker hours shall not exceed 1,000 hours per worker.  This service may be amended, renewed and/or extended and hours added upon mutual written agreement of the parties.  Purchase Order(s) will be for one fiscal year at a time; therefore, the first Purchase Order(s) may expire August 31, 2024 but may be renewed. Unused hours may be rolled over from one fiscal year to the next, as necessary. This service is subject to cancellation without penalty to Texas Department of Information Resources (DIR) and/or TWC, either in whole or in part, if funds are not appropriated by the Texas Legislature or otherwise made available.  This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Services shall be provided during normal business hours unless otherwise coordinated through TWC.   Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.  If the Vendor is headquartered in Texas, this position is eligible for telecommuting from within the Continental United States.  If not headquartered in Texas, this position is eligible for telecommuting from anywhere in the state of Texas. Candidate must be residing in Texas or willing to relocate to Texas by their start date. Ideal candidates must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule, and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.   Position may require team members to come into the office for scheduled meetings, and there may be unscheduled request with seventy-two (72) hour notice for any TWC business need.

The primary work location(s) will be at 101 E. 15th Street, Austin, Texas 78701. 
Any and all travel, per diem, parking, and/or living expenses shall be at the Worker’s and/or Vendor’s expense.

The Worker(s) may be required to work outside the normal business hours on weekends, evenings, and holidays, as requested.  Payment for work over forty (40) hours will be at the hourly rate quoted and must be coordinated and pre-approved through TWC.
Security Sensitive Position according to the Texas Labor Code, Section 301.042. TWC is interested in every qualified candidate who is currently eligible to work in the United States.  The candidate must be available to begin work on the start date agreed upon by TWC and the vendor.  TWC does not sponsor visas for staff augmentation contractors.
