Railroad Commission of Texas requires the services of 1 Database Administrator 2, hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator 2, Data/Database Administration and the specifications outlined in this document for the Railroad Commission of Texas.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Railroad Commission of Texas  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Railroad Commission of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Railroad Commission of Texas requires the services of one (1) Microsoft SSIS Developer /Programmer V contractor, hereafter referred to as Candidate(s), who meet the general qualifications and specifications outlined in this document, to perform complex (senior-level) Microsoft SQL Server Integration Services (SSIS) development, documentation and other related project, operational actions, and work coordination for the Mainframe Transformation section of the Information Technology Services (ITS) Division. The preferred candidate will have experience moving data between Microsoft SQL Server and Oracle databases via Microsoft SSIS and Oracle SQL-PL/SQL automation.

Job Description
Major responsibilities include performing highly advanced (senior-level) computer programming work on the Microsoft SQL Server Integration Services (SSIS) platform for development, customization, configuration, and significant documentation work to move critical agency data between Microsoft SQL Server and Oracle databases. Requires thorough understanding and skill in Microsoft SSIS development and configuration management of code, and of MS SQL and Oracle databases. It also requires knowledge of and experience in designing and managing database systems, data warehouses, and ETL data interfaces. The candidate will perform many roles including but not limited to the following: review and development of documentation of the currently deployed architecture; technical analysis of proposed changes to bridges including suggestions of improvements to system performance; and providing technical review and information to other non-technical staff and vendor technical staff.  Requires knowledge and background in Microsoft SSIS, MS SQL Server, and Oracle as well as awareness of the full environment technical stack of Informatica, MuleSoft, COBOL, Java, Salesforce, C# with .NET Core, Oracle, Snowflake and GoAnywhere. Requires experience in coding and integration development to include knowledge of best practices throughout the deployment cycle, as well as of working with sandbox environments. Requires proven leadership, prioritization, and analytical skills. May assign, review and/or supervise the work of others; must have the ability to address issues/concerns in a professional manner in a complex technical environment. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Other responsibilities may include coordination of or performing requested research and the analysis required for work proposals, software and systems modifications, and new projects. Overseeing the analysis, designs, plans, diagrams, and verifying procedures for existing and proposed applications. Provides technical advice, assistance, and recommendations in matters related to programming operations and problems, including Production issues.

Essential Job Duties
  • Development of automated ETL solutions with Microsoft SSIS and Oracle platforms.
  • Performs analysis and research of application functionality and interprets project requirements to develop technical specifications for application ETL functionality
  • Determines database requirements by analyzing business operations, applications, and programming; reviewing business objectives; and evaluating current systems.
  • Practices current development methods/techniques and establishes development standards (which include coding standards, documentation standards, and testing standards) to ensure the quality and maintainability of automated solutions.
  • Communicates and/or collaborates with business area stakeholders to coordinate development efforts in support of business needs.
  • Leads the development and maintenance of documentation and ensures that the content of documentation is well organized, complete, and appropriate to the audience.
  • Ensures project schedules are met, and/or re-negotiated, and approved prior to target dates.
  • Communicates progress and issues affecting work assignments to management and/or Project Manager as soon as possible.
  • Follows established change management code migration processes.
  • Mentors junior level staff in the development, testing, and deployment of new and/or modified solutions.
  • Collaborates with other staff in the development, testing, and deployment of new and/or modified solutions.
  • Familiar with design best practices of data warehouse and application databases.
  • Reviews all application database change requests to determine any (downstream) effect on warehouse ETLs.
  • Consults the Data Dictionary for any dependencies and additional information that the data admin request may require.
  • Assist with the review of database performance and suggest alternative ways to resolve any performance issues
  • Creation of technical documentation for process and interface documentation is a key element of this role, as the Team is working on release two of a minimum four release effort.
  • Ability to review the work of others, troubleshoot, and provide feedback and guidance to meet tight deliverable deadlines is required.
  • Ability to promote the code from development environments to production.
  • Familiarity with Github or equivalent version control systems.
  • Extensive experience with Oil & Gas systems
  • Experience working with state agencies
  • Perform related work as assigned.

Services are expected to start 9/1/2023 and are expected to be completed by 8/31/2024. Total estimated hours per Candidate shall not exceed 1920 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Services shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. A consistent work schedule will be determined with input from selected candidates based on workload and assignments.

The primary work location(s) will be Work from Home. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Railroad Commission of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Railroad Commission of Texas.

Required/Preferred:
  • 6    Required    Experience working in a medium to large information technology environment to include ever-increasing responsibility for development, design, and/or deployment actions.
  • 5    Required    Skill with Microsoft Office tools, particularly with Word, Excel, PowerPoint, Visio, and SharePoint.
  • 3    Required    Knowledge and skill using Microsoft SQL Server Integration Services (SSIS).
  • 3    Required    Knowledge and skill using Microsoft Azure DevOps and Git required, with emphasis on deployment, version control and project tracking.
  • 2    Required    Knowledge and at least 2 years of experience with Oracle databases with some of that experience being Oracle version 12c.
  • 2    Required    Knowledge and skill using Microsoft SQLServer.
  • 2    Required    Knowledge and skill using Microsoft Azure Cloud database services.
  • 2    Required    Knowledge of database object migration/validation tools.
  • 2    Required    Knowledge and understanding of ETL development, monitoring, batch and/or data processing in an automated scheduled environment.
  • 2    Required    Knowledge of database structures and theories.
  • 2    Required    Knowledge of enterprise information management processes and methodologies, relational database management systems, and metadata management.
  • 2    Required    Knowledge of local, state, and federal laws and regulations (PII) relevant to data management and data governance.

  • 2    Required    Knowledge and experience with the Software Development Life Cycle (SDLC) and project plan understanding.

  • 1    Preferred    Graduation from an accredited four-year college or university with major coursework in data processing, computer science, business administration, or a related field.

III.  TERMS OF SERVICE
