Texas State Library and Archives Commission requires the services of  Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas State Library and Archives Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas State Library and Archives Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas State Library and Archives Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).


Job Summary

The Developer Analyst performs highly complex (senior-level) computer systems analysis work and serves as the primary Drupal and WordPress administrator for the agency's website. The analyst develops web and browser applications. The analyst performs logical database management for agency web applications. The analyst creates and maintains appropriate technical and security documentation. Provides training and instructions to agency staff for use of in-house web applications. Participates in and provides information in cross-agency workgroups in the implementation of web page templates and standards across the enterprise. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Key Responsibilities
  • Design, develop and administer the agency's Drupal website and WordPress blogs
  • Plans, develops, and maintains web and browser applications to support Library programs and operations. Trains team members in Drupal development and website management best practices
  • Participates in and provides information in cross-agency workgroups in the implementation of standard web page templates and enterprise usage of web applications including: Drupal, WordPress and in-house applications
  • Attends work regularly in accordance with agency leave and attendance policies
  • Complies with all applicable agency policies and procedures, including safety and standards of conduct
  • Performs other duties, as assigned
Other Requirements
  • Weekly progress reports of work completed and current priorities
  • Timely response and resolution of incidents and requests
  • Maintenance of up-to-date system and network documentation
  • Status updates on identified risks, challenges, and upcoming maintenance activities
  • Criminal history check required of successful candidate
  • Must complete the required IT Security training; certificate of completion must be provided to TSLAC
  • May include occasional after-hours support for scheduled maintenance or urgent incidents
  • 40 hours per week

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
8 Required Experience using PHP programming language within the LAMP or LEMP software stack to develop and maintain applications
8 Required Experience designing, developing, and administering enterprise websites, tools, workflows, custom themes and modules using a Content Management System (CMS) within a LAMP or LEMP software stack (refer to Other Special Requirements)
8 Required Experience developing within common web development frameworks and extensions (Laravel, Django, Symfony, etc.)
8 Required Experience with Drupal website administration and management
8 Required Experience with WordPress website administration and management
8 Required Proficient knowledge of the Linux operating system and CLI
8 Required Knowledge of system development methodologies, programming concepts, computer equipment and operating systems, and development environment procedures
1 Required High school diploma or equivalent
8 Preferred Experience using Python programming language within the LAMP or LEMP software stack to develop and maintain applications.
8 Preferred Experience with implementing and managing successful information retrieval systems (Drupal Search, Solr, or other open-source tools).
8 Preferred Experience with website administration and management using Drupal administration tool, Drush
8 Preferred Experience building responsive websites
8 Preferred Experience with AJAX web development techniques to create asynchronous web applications
8 Preferred Proficient knowledge of JavaScript, Ruby and Java
8 Preferred Proficient knowledge of about cross-site scripting and SQL injection security issues
8 Preferred Experience using ticketing systems such as Remedy or KACE
1 Preferred Graduation from an accredited college or university with a degree in computer science, information systems, or related areas of study
1 Preferred Recent Industry Certifications related to programming or web development

III.  TERMS OF SERVICE


Services are expected to start 09/01/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 40 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION


Services shall be provided during normal business hours unless otherwise coordinated through the Texas State Library and Archives Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 1201 Brazos Street, Austin, TX 78701. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas State Library and Archives Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas State Library and Archives Commission.


V.  OTHER SPECIAL REQUIREMENTS
Required Qualifications and Experience
  • High school diploma or equivalency 
  • A minimum of eight (8) years of experience in the following:
    • Using PHP programming language within the LAMP or LEMP software stack to develop and maintain applications 
    • Designing, developing, and administering enterprise websites, tools, workflows, custom themes and modules using a Content Management System (CMS) within a LAMP or LEMP software stack; which must include experience in the following:  
      • Using HTML and CSS in accordance with current web standards
      • Design and development of MySQL databases
      • Using jQuery for web application front-end development
    • Developing within common web development frameworks and extensions (Laravel, Django, Symfony, etc.)
    • With Drupal website administration and management
    • With WordPress website administration and management
Preferred Qualifications and/or Experience
  • Graduation from an accredited college or university with a degree in computer science, information systems, or related areas of study
  • Minimum of eight (8) years of experience in one or more of the following: 
    • Implementing and managing successful information retrieval systems (Drupal Search, Solr, or other open-source tools)
    • Website administration and management using Drupal administration tool, Drush
    • Building responsive websites
    • AJAX web development techniques to create asynchronous web applications
    • Using Python programming language within the LAMP or LEMP software stack to develop and maintain applications
  • Proficient knowledge of JavaScript, Ruby, and Java
  • Proficient knowledge of cross-site scripting and SQL injection security issues
  • Experience using ticketing systems such as Remedy or KACE
  • Recent Industry Certifications related to programming or web development
