The Department of Information Resources (DIR) requires the services of [1] Programmers/Developers, hereafter referred to as Worker, who meets the general qualifications of a Software Developer 2 Level and Core Technology Type and the specifications outlined in this document for Texas Parks and Wildlife Department.   

This front-end ReactJS lead developer would work with other technical architects and leads will be responsible for designing, developing, integrating, testing, and maintaining robust web applications in React, TypeScript, Redux, Material UI, Node.js frameworks, and other related technologies. This person should perform UX and UI Design considering accessibility, responsiveness and meeting the features of modern web applications. This person could write code for server side rendering using Node.js as well as integrate applications with micro services and Reporting Services. This person should also optimize web applications for performance, compatibility, and responsiveness across various platforms and devices.

This person should provide technical leadership by setting clear direction, mentoring developers, and ensuring the delivery of high-quality code and performing troubleshooting/debugging of application issues. This person should help the team lead conduct code reviews to uphold code quality, consistency, and adherence of best practices.

This person should have good communication and inter-personal skills and would collaborate closely with project managers, designers, and stakeholders to understand requirements and deliver software solutions aligned with business needs. They may also assist in developing, maintaining, and supporting applications using other technologies.

Services are expected to start 03/15/2024 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 3000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Parks and Wildlife Department. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at Texas Parks and Wildlife Department, 4200 Smith School Rd., Austin, Texas 78744. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Parks and Wildlife Department will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Parks and Wildlife Department.

Contract Hours are an estimate. Work is projected to begin as early as 04/15/2024 and end 08/31/2025 for 18 months approximately 3000 hours. Must work on-site from primary work location a minimum of 2 days per week.

This Solicitation may also be used for Initial Term / Estimated Period of Service and Optional Renewal Terms. Contract may be extended based on funding availability and needs.

Contingent upon:
• Budgetary funding availability that may change every fiscal year (FY 9/01 to 8/31)
• Legislative changes unforeseen that are later statutorily mandated
