Texas Health and Human Services Commission requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Certification in Project Management by a recognized project management organization or Scrum Master a plus.

Project managers are the people in charge of a specific project or projects within a company. As the project manager, your job is to plan, budget, oversee and document all aspects of the specific project you are working on. Project managers might work by themselves or be in charge of a team to get the job done.

The Project Manager will manage and lead the project of integrating the credentialing data used by Managed Care Organizations (MCOs) into the Provider Enrollment Management System (PEMS). PEMS is HHSC’s system for enrolling providers into the Medicaid program. Providers must be enrolled in order to deliver services to Medicaid clients and receive payment from HHSC or the Medicaid MCOs. The credentialing process ensures providers have appropriate credentials to provide the services for which they choose to enroll. For example, a physician’s license would be verified through the credentialing process. This project will ensure the credentialing process is fully integrated into the PEMS application to streamline provider enrollment and reduce the number steps providers must take to get enrolled and credentialed.
 The PM will report to the governance committees, including the MMIS Executive Steering Committee on the activities of the project. The Worker will identify, record, and ensure trading partners are aware of critical path dependencies, integration points and oversee testing plans. This position will work closely with the Director and the Deputy Associate Commissioner for Medicaid and CHIP Services, Operations Management. 
This will be a key role in ensuring the success of the integration of credentialing data in the PEMS.
The Project Manager, PEMS Credentialing Integration (PEMSCI) will be responsible for:
• Development and maintenance of PEMSCI project timelines.
• Monitoring and managing project quality and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.
• Managing project resources to assign tasks, ensure appropriate representation of key areas, and identify resources needs for management attention.
• Developing and maintaining project management framework documentation including risk registers, project schedules, budgets, monitoring reports, change requests, and other project management documentation.
• Communicating status between Medicaid and CHIP Services program areas, HHSC Information Technology (IT), the PEMS system vendor, MCOs, and the Enrollment Broker.
• Analyze data sets ensuring all credentialing elements are identified and integrated into the application.
• Communicating status of program initiatives to HHS leadership, including executive steering committees
• Conducting regular presentations to large groups to discuss project requirements, gather feedback, manage action items, and manage project status.

Required/Preferred Skills:
  • 8  years, Required - Experience in management of large-scale IT projects, including vendor management.
  • 8  years, Required - Experience with Medicaid Enterprise Systems.
  • 8  years, Required - Experience in identifying problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; and to plan, and assign the work of others
  • 8  years, Required - Experience overseeing the planning and execution of major IT systems, including facilitation and documentation of high-level critical path dependencies across multiple systems.
  • 8  years, Required - Ability to analyze and evaluate various technology solutions and architectures, especially as they relate to Medicaid Enterprise Systems
  • 8  years, Required - Demonstrated ability to meet tight deadlines.
  • 8  years, Required - Experience successfully leading meetings and facilitating discussion between multiple stakeholder groups, including vendors.
  • 8  years, Required - Excellent analytical, problem-solving, coordination and communication skills.
  • 8  years, Required - Experience with Texas Medicaid processes and policies.
  • 8  years, Required - Ability to establish project goals and objectives that support the State and HHS strategic plans as well as federal directives
  • 8  years, Preferred - Proven ability to work successfully with technical and non-technical groups and manage multiple responsibilities.
  • 8  years, Preferred - PExperience and judgment to plan and accomplish goals and independently perform a variety of complicated tasks; a wide degree of creativity and latitude is expected.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W. 51st Street, Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
