Railroad Commission of Texas requires the services of 3 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Railroad Commission of Texas.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Railroad Commission of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Railroad Commission of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Railroad Commission of Texas requires the services of three (3) Microsoft .NET Core developers, hereafter referred to as Candidate(s), who meets the general qualifications of Software Developer, Level 3, and the specifications outlined in this document for the Railroad Commission of Texas.

The Worker will apply their expert knowledge of Microsoft .NET Core software development at RRC for agency business applications to support the needs of the Mainframe Transformation project teams.
The .NET Developer performs advanced analysis and programming work involving all technical aspects of supporting, improving, and enhancing RRCs mainframe modernization project. This position requires strong .NET Core programming experience, experience with JSON, Swagger, MS-SQL, and C# core skills to be able to develop custom integrations with the existing RBDMS platform. We are seeking a proactive team member who will be responsible for enhancing the assigned application and solving production issues. Work assignments follow a defined software development life cycle (SDLC) process using a modified Agile-like approach for completing code changes for defined releases. The .NET Developer works across multiple agency stakeholders to ensure online form applications are developed, unit tested, regression tested and delivered error free in support of RRCs regulation requirements for the Oil and Gas and Energy Industry of Texas.
Services are expected to start 11/1/2023 and are expected to be completed by 8/31/2024. Total estimated hours per Candidate shall not exceed 1750 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing, which will be determined in July or August of 2024 based on RRC funding availability for the next fiscal year.
Services shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. . A consistent work schedule will be determined with input from selected candidates based on workload and assignments.
The primary work location(s) will be at Work from Home. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Railroad Commission of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Railroad Commission of Texas.
ESSENTIAL FUNCTIONS:
• Application Development Best Practices: Develop software, or forms components, recommend database schema changes and ensuring they adhere to RRC and industry standards, best practices, and customer requirements. Perform testing to verify that the product matches the requirements, including the creation of test data, test cases and test scripts.
• Technical Skill: Perform technical analysis on existing defects or proposed enhancements to increase efficiency or to adapt to new procedures. Identify root cause and solution for complex problems
• Team Contribution: Collaborate with the project team for sprint/release work on tasks such as providing development effort estimates, discussing architecture and design, triage and resolving defects or issues in multiple environments and providing status on work assignments or issues; Prepare and maintain technical documentation as required (i.e., process flows, object or data models, project plans, environment diagrams, test plans, etc.).
