Texas Workforce Commission (TWC) requires the services of Appian Developer/Programmer Analyst, hereafter referred to as Worker(s), who meet the general qualifications of ITSAC Developer/Programmer Analyst, Level 3 and the specifications outlined in this document for TWC.

This position will perform advanced automated Appian systems development work in support of IT’s Innovation Development Team. Duties include independent design and implementation of various Appian based workforce application systems. The Worker(s) will:
  • Contribute to the implementation of the software development lifecycle activities from development and testing to implementation and support activities per project requirements
  • Design, implement, validate, and deploy new applications using the latest Appian technology
  • Develop user interfaces, process models and data storage in the low code Appian environment
  • Develop code, create artifacts like test specifications, perform testing and implement relevant go live activities
  • Analyze project requirements and the environment to ensure solutions consider current architecture and operating environment as well as future functionality and enhancements
  • Work within the Agile framework to conduct impact analysis and prepare technical user stories required for development
  • Use standardized project management processes, tools, and techniques to address project needs
  • Assists with creating, maintaining, and enforcing global standards
  • Perform other analysis and documentation tasks as required to facilitate and support Innovation Development Team projects
  • Manage availability, latency, scalability, and efficiency of Appian by engineering reliability into software and systems
  • Mentor junior Appian developers
  • Develop the internal Appian development best practices and design guide
  • Ensure adherence to program documentation and procedural standards, and management goals and objectives.

Worker should be qualified to serve as a “Developer/Programmer Analyst”, Level 3 under the Texas Department of Information Resources (DIR) IT Staff Augmentation Contract guidelines.


Minimum Requirements:
 
Years Skills/Experience
8 Experience as a developer/programmer or a bachelor’s degree, preferably in a technical or analytical field and five years of experience as a developer/programmer
8 Experience developing in a low code platform that includes an Appian Senior Developer Certification and recent hands-on experience in design and implementation of Appian applications
5 Experience with Appian components including Process Models, SAIL Forms, CDTs, records, reports, and integration
5 Experience with REST Web API development and API integration software such as MuleSoft
5 Experience with Cloud-based technologies such as AWS and Azure
5 Knowledge of the Software Development Life Cycle (SDLC) principles, practices and techniques of application programming and software design
5 Experience in building Appian CDTs and application integration with databases, including DB2, MySQL, MariaDB, MS SQL Server
5 Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer software systems
3 Experience using Microsoft Word, Excel, and Visio, PowerPoint or Photoshop
3 Application Lifecycle Management (ALM) – Octane (Or earlier version ALM)

3 Certification as an Appian Lead Developer
3 Software Development Methodologies – A Hybrid of Waterfall and Agile is preferred but will provide expectations on use of TWC IT’s Hybrid methodology.
 

Services are expected to start as soon as possible and are expected to be completed by August 31, 2024, or when total hours estimated on work order have been depleted, whichever occurs first.  Total estimated Worker hours shall not exceed 1,700 hours per worker.  This service may be amended, renewed and/or extended and hours added upon mutual written agreement of the parties.  Purchase Order(s) will be for one fiscal year at a time; therefore, the first Purchase Order(s) may expire August 31, 2024 but may be renewed. Unused hours may be rolled over from one fiscal year to the next, as necessary. This service is subject to cancellation without penalty to DIR and/or TWC, either in whole or in part, if funds are not appropriated by the Texas Legislature or otherwise made available.  This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
  1. Services shall be provided during normal business hours unless otherwise coordinated through TWC.   Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.  If the Vendor is headquartered in Texas, this position is eligible for telecommuting from within the Continental United States.  If not headquartered in Texas, this position is eligible for telecommuting from anywhere in the state of Texas. Candidate must be residing in Texas or willing to relocate to Texas by their start date. Ideal candidates must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule, and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.   Position may require team members to come into the office for scheduled meetings, and there may be unscheduled request with seventy-two (72) hour notice for any TWC business need.
  2. The primary work location(s) will be at 101 E. 15th Street, Austin, Texas 78701.
  3. Any and all travel, per diem, parking, and/or living expenses shall be at the Worker’s and/or Vendor’s expense.
  4. The Worker(s) may be required to work outside the normal business hours on weekends, evenings, and holidays, as requested.  Payment for work over forty (40) hours will be at the hourly rate quoted and must be coordinated and pre-approved through TWC.
