DESCRIPTION OF SERVICES
Texas Workforce Commission (TWC) requires the services of one (1) Systems Analyst, hereafter referred to as Worker(s), who meet the general qualifications of ITSAC Systems Analyst, Level 2 and the specifications outlined in this document for TWC.

All work products resulting from the project shall be considered “works made for hire” and are the property of TWC.  TWC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law.  TWC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

TWC is seeking a System Analyst with both technical work and customer service skills to support the Cash Draw and Expenditure Reporting (CDER) team. Duties include completing evaluations of existing and future capabilities, conducting research into solution alternatives, enhancing system capabilities, and providing advice to stakeholders. The Worker(s) will:
  • Participate in joint application design sessions with customers and IT staff to define business requirements and develop software systems requirements
  • Communicate effectively with users to determine requirements of new processes and applications or modifications to existing processes and applications
  • Be actively involved in implementations and upgrades in a low code platform
  • Perform system configuration, document business processes and prepare project documentation with a high level of attention to detail, strong organization skills and technical aptitude
  • Use standardized project management processes, tools and techniques to address project needs.
  • Develop test artifacts, conduct testing including User Acceptance Testing (UAT) and develop training documentation for various CDER team projects
  • Work closely with developers to track defects and resolutions
  • Perform deep technical and analytical reviews to analyze system functionality with customer and resolve production issues
  • Assists with creating, maintaining and enforcing global standards
  • Perform other analysis and documentation tasks as required to facilitate and support CDER team projects
  • Assist in the diagnosis of problems associated with applications and writes detailed specifications for developing or correcting issues to improve system performance and/or accuracy.

WORKER SKILLS AND QUALIFICATIONS
Worker should be qualified to serve as a “Systems Analyst”, Level 2 under the Texas Department of Information Resources (DIR) IT Staff Augmentation Contract guidelines.
Minimum Requirements/Preferred Skills:
  • 4-7 years, Required - Experience as a systems analyst or a bachelor’s degree, preferably in a technical or analytical field and three years of experience as a systems analyst
  • 4-7 years, Required - Experience with a low code platform that includes hands-on experience in design, implementation, and production support of applications
  • 4-7 years, Required - Experience conducting fit/gap sessions, performing system configuration, conducting testing including UAT and developing training documentation
  • 4-7 years, Required - Experience preparing project documentation such as: system requirement specification, functional design specifications, architectural diagrams, flowcharts, screen prototypes, wireframes, interface specifications, data migration rules, logical workflow charts, database design specifications and data warehouse design specifications
  • 4-7 years, Required - SQL, Object Oriented Programming Language, and Web Application fundamentals
  • 4-7 years, Required - Skill in business analysis methodologies; in developing creative and workable solutions to complex problems
  • 4-7 years, Required - Application Lifecycle Management (ALM) – Octane (Or earlier version ALM)
  • 2 years, Required - As a Programmer, Analyst, or Systems Administrator
  • 3 years, Required - Experience using Microsoft Word, Excel and Visio, Axure or Photoshop
  • 1 years, Preferred - Certified Analyst or Developer
  • 3 years, Preferred - SQL Server
  • 3 years, Preferred - UML Modeling Agile Software Development Methodologies
  • 1 years, Preferred - Agile Software Development Methodologies
  • 3 years, Preferred - Uniform Statewide Accounting System (USAS) / Centralized Accounting and Payroll/Personnel System for Texas (CAPPS)
