All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Information Resources  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Information Resources will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Develop and maintain process documentation, user work instructions, technical documentation for the Chief Financial Office leveraging DIR approved templates and approved writing styles.  

Required/Preferred:

  • 8 years , Required - Experience in composing, compiling, organizing, researching, writing, editing, producing, and maintaining detailed and technical related process documentation and work instructions.

  • 8 years , Required - Demonstrates user centric communication skills, logical thinking, and documentation management abilities to effectively understand, translate, and maintain user perspectives on applications, technology, and project processes.

  • 8 years , Required - Ability to communicate complex technical information in a clear, concise, and easily understandable manner.

  • 8 years , Required - Ability to grasp complex technical concepts, terminologies, and processes and translate them into user-friendly documentation.

  • 8 years , Required - Experience in conducting thorough research to gather information and understand technical concepts, interviewing subject matter experts, and extracting relevant information to create accurate and comprehensive documentation and flowcharts.

  • 8 years , Required - Possess strong organizational and time management skills to meet project timelines, prioritize tasks, and juggle multiple assignments simultaneously. Should be capable of anticipating users' questions, understanding their perspectives effectively.

  • 8 years , Required - Highly proficient in using various documentation tools and software, such as Microsoft Suite (Word, Excel, Outlook, PowerPoint, Sharepoint, Teams), Adobe Acrobat, Visio.

  • 8 years , Required - Possess exceptional writing skills, including grammar, punctuation, and spelling.

  • 5 years, Preferred - General understanding of the governmental budget and accounting systems and processes.

  • 5 years, Preferred - Knowledge of CAPPS, USAS, ServiceNow can be advantageous


Services are expected to start 09/01/2023 and are expected to complete by 05/31/2024. Total estimated hours per Candidate shall not exceed 1568 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Information Resources. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 300 West 15th Street, Austin, Texas 78701. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Information Resources will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Information Resources.

The candidate will be subject to a criminal background check.
