The Railroad Commission of Texas requires the services of one (1) Senior Systems Analyst will play a critical role in supporting the transition of reporting and data‑extract capabilities from legacy mainframe IMS systems to the future cloud or data‑lake environment.
  • This position focuses heavily on requirements gathering, analysis, and documentation to ensure that business reporting needs, data extract workflows, and downstream integrations are accurately captured and translated into technical specifications for cloud‑based solutions.
  • The ideal candidate has strong analytical skills, experience with legacy systems, and a solid understanding of modern data platforms, reporting tools, and integration patterns.
Job Description
Major responsibilities include conducting detailed sessions with business stakeholders to understand reporting needs, data extract requirements, and downstream data consumption patterns.
  • Document current state reporting logic, data sources, extract schedules, and dependencies within the mainframe IMS environment.
  • Analyze gaps between current state mainframe processes and future state cloud or data lake architecture.
  • Translate business requirements into clear functional and technical specifications for development teams.
  • Validate requirements with stakeholders to ensure accuracy and alignment with business objectives. 
  • Coordination and overseeing the analysis, designs, plans, diagrams, and verifying procedures for existing and proposed applications. Provides technical advice, assistance, and recommendations in matters related to reports’ development.
 
Essential Job Duties
    • Review and interpret mainframe IMS data structures, file layouts, and extract processes.
    • Collaborate with data engineers and architects to map legacy data elements to cloud based data models.
    • Support the design of new reporting and extract workflows that leverage cloud capabilities.
    • Assist in defining data transformation rules, metadata, and data lineage documentation.
    • Ensure reporting and extract requirements align with enterprise data governance standards.
    • Work closely with project managers, developers, QA teams, and business units to ensure requirements are understood and implemented correctly.
    • Provide subject matter expertise on reporting logic, data dependencies, and extract processes throughout the project lifecycle.
    • Facilitate Joint Application Development (JAD) sessions and stakeholder interviews, and document both business and technical requirements in a clear, comprehensive, and actionable format.
    • Elicit and document data & reporting requirements (KPIs, filters, delivery cadence) and translate into functional/data specifications.
    • Communicate progress, risks, and issues clearly to project leadership.
    • Produce and maintain mappings, business rules, data dictionaries, and lineage/data flow diagrams spanning staging, integration, and presentation/reporting layers.
    • Develop test cases and acceptance criteria for reporting and extract functionality.
    • Support user acceptance testing (UAT) by validating data accuracy, report outputs, and extract completeness.
    • Troubleshoot defects and work with technical teams to resolve issues.

Minimum Requirements:
Years Required/Preferred Experience
6+ Required Experience working in a medium to large information technology environment as a System Analyst, Business Analyst, or similar role.
3+ Required Strong experience gathering and documenting requirements for reporting, data extracts, or data driven applications
3+ Preferred Familiarity with mainframe systems (IMS, COBOL files, JCL, batch processes)
5+ Required Skill with Microsoft Office tools, particularly with Word, Excel, PowerPoint, Visio, and SharePoint
3+ Required Understanding of cloud data platforms (Azure, AWS, Databricks, Snowflake, or similar).
2+ Required Ability to interpret data models, data dictionaries, and technical documentation.
2+ Required Knowledge of database structures and theories
2+ Required Knowledge of enterprise information management processes and methodologies, relational database management systems, and metadata management
2+ Preferred Knowledge of local, state, and federal laws and regulations (PII) relevant to data management and data governance
2+ Required Experience in working in fast-paced and ever-changing environments; achieving project’s deliverables and deadlines; exercising sound judgment in making critical decisions; analyzing complex information and developing plans to address identified issues. 
2 Required Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel.
2+ Preferred Knowledge of master data, metadata, reference data, data warehousing, and business intelligence principles and process, including technical architecture
2+ Preferred Experience in data focused projects, like moving from Legacy to
newer systems.
- Preferred Graduation from an accredited four-year college or university with major coursework in data processing, computer science, business
administration, or a related field.  

Services shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. A consistent work schedule will be determined with input from selected candidates based on workload and assignments.

The primary work location(s) will be Work from Home. All travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Railroad Commission of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Railroad Commission of Texas.


The candidate or vendor should provide a desktop or laptop device for the candidate to connect work with RRC via GoToMyPC (or similar) and must have a device capable of handling this connection, including a headset as needed. Alternately, the RRC may provide a desktop or laptop device for connection to the RRC network in certain situations. The laptop must be returned to the RRC Help Desk upon candidate resignation or termination or the end of the purchase order/contract.
