Texas Department of Agriculture requires the services of 3 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Department of Agriculture.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Agriculture and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Agriculture will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).



Review, analyze, and evaluate business systems and user needs to document highly complex system requirements.

Develop and maintain highly complex system documents to convey business requirements, support efficient system design, and uphold quality standards.

Develop test plans and liaise with end users to complete user acceptance testing to validate new and existing system functionality.

Analyze program policies and procedures to determine their effect on automated systems and system functional areas.

Serve as a liaison between business and IT teams by providing consultation, documentation, and direction on analysis, design, configuration, testing, and policy implementation within systems.

Reengineer existing system processes and identify new applications of technology to meet business needs.

Identify and communicate potential risks and difficulties at all stages; propose and design strategies to mitigate or avoid them.

Keep all stakeholders informed through the distribution of project information and project status reports.

Facilitate the service request life cycle through customer-related service request responses, business requirements coordination, technical specifications and related artifacts review, and monitor system integration and user acceptance testing prior to implementation.

Work independently and in coordination with TDA staff as assigned, to perform a variety of complicated tasks with a wide degree of creativity and latitude

Perform other duties as assigned.

TDA WILL PROVIDE
·        Computer, on-site workspace, and access to necessary TDA and state systems
·        Criminal history check required for systems access
·        Access to parking
 

 

II.  CANDIDATE SKILLS AND QUALIFICATIONS
 
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
8 Required Experience as a Business Analyst, Systems Analyst, or similar roles
5 Required Experience with agile methodology and user story analysis and serving as a liaison between Business and IT teams
1 Required Experience with the Texas Automated Nutrition System (TANS)
1 Required Experience with writing system requirements in compliance with federal child nutrition programs operated by TDA

III.  TERMS OF SERVICE
Services are expected to start 04/27/2026 and are expected to complete by 03/31/2027. Total estimated hours per Candidate shall not exceed 2100 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Agriculture. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at Stephen F. Austin Building, 1700 N. Congress, Austin, Texas 78701. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Agriculture will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Agriculture.
