Job Details:
The functional analyst will be responsible for assisting the Office of the Attorney General (OAG) with Functional Design, Configuration, Build, Test and Deployment through go-live for CPA’s CAPPS Financials 9.2 implementation. The worker must have in-depth knowledge and demonstrated experience implementing CAPPS Fins. 9.2 Accounts Payable, General Ledger, Asset Management and eProcurement modules. This position requires multi-tasking, exercising initiative and independent judgment. 

Responsible for working with the functional and technical teams, DBAs and business users on system requirement gathering, analysis, design and implementation of CAPPS Fins. 9.2 functionality;
Responsible for identification, documentation, and reporting of identified project risks to project management;
  • Participates in and leads meetings between stakeholders, resources and project leadership to ensure the CAPPS Fins. implementation solution is aligned with the overall CPA’s CAPPS 9.2 project goals and direction;
  • Conducts and documents Joint Application Design/Conference Room Pilot requirement sessions with management, staff and consultants.
  • Responsible for consistent utilization of standardized processes and forms to manage project documentation, including but not limited to, Functional Design Documents, Key Design Decisions, Change Controls, Risk Registers, Scope Documentation, Work Packages, Business Process Flows and other project documents as needed;
  • Works with the training department to ensure accurate design of (UPK) training delivery materials before they are presented;
  • Responsible for reviewing existing documentation on OAG’s Phase 1 pre-implementation analysis, Key Business Decisions, conduct CAPPS Fins. modules Fit/Gap analysis and accurately document in the required templates and Requirements Traceability Matrix;
  • Work with CPA and OAG staff to complete implementation artifacts such as configuration workbooks, security matrix etc. to meet OAG’s business requirements.
  • Works with SME/Business owners to bridge currently manual business processes to PeopleSoft CAPPS Fins. 9.2 functionality.
  • Works with SME/business owners and project team to minimize modification of PeopleSoft CAPPS Fins.9.2 modules.
  • Works with OAG project management team and business and ITS teams to mitigate risks and resolve issues throughout implementation as needed;
  • Completes tasks in an efficient and timely manner while keeping project stakeholders informed;
  • Responsible for developing Function Design Documents (FDD) and Interface Mapping documents.
  • Responsible for working with the technical team to ensure that FDDs are clearly understood prior to tech design and build;
  • Works with the technical team to define and test any potential customizations to the solution, including data conversions, reports, interfaces and functional enhancements or modifications of the CPA’s CAPPS Fins. 9.2 modules;
  • Plans, coordinates, performs, and documents CAPPS Fins. 9.2 modules system and integration testing;
  • Responsible for ensuring project cohesiveness with separate, non-PeopleSoft OAG systems that have dependency with CAPPS Fins. 
  • Strong communication analytical and interpersonal skills at all levels of an organization. 
  • Strong experience in coordinating with functional module leads through a PeopleSoft Implementation. 
  • Strong ability to set and meet functional team deadlines while maintaining an even disposition under pressure.
  • Strong experience working through the development of interfaces with Technical Team through design, build and test.
  • Good teamwork skills, ability to collaborate with other functional and technical staff on the project.
  • Strong interpersonal skills and the ability to collaborate effectively on diverse teams.


Minimum Requirements:
  • 8 Years Required:    Experience implementing PeopleSoft Accounts Payable, General Ledger, Asset Management and eProcurement preferably with CPA’s CAPPS Fins. 9.2.
  • 8 Years Required:    Experience with Microsoft Suite (Projects, Visio, Excel, Word, Power Point)
  • 8 Years Required:    Experience participating in large complex high availability PeopleSoft Financials implementation projects
  • 8 Years Required:    Experience writing detailed Functional Design Documents (FDDs)
  • 6 Years Required:    Experience performing PeopleSoft System Test, Integration Test, and User Acceptance Test
  • 6 Years Required:    Experience conducting design sessions with subject matter experts and business process owners to meet business requirements with minimal customizations.
  • 4 Years Required:    Experience gathering business requirements, conducting and documenting fit/gap sessions, and PeopleSoft system configuration.
  • 4 Years Required:    Experience as a PeopleSoft functional module lead for large PeopleSoft implementation.
  • 4 Years Required:    Experience designing, configuring, and testing PeopleSoft Approval Workflow Engine (AWE) workflow approvals, version 9.1 or higher.
  • 4 Years Required:    Experience in IT project planning, research, analysis and development
  • 4  Years Required:    Experience writing and reviewing detailed test scripts for System, Integration, and User Acceptance Test Phases.
  • 2 Years Required:    Experience with configuration documentation and review in PeopleSoft 9.2
  • 2 Years Required:    Experience with PeopleSoft version 9.2 and People Tools 8.53
  • 4 Years Preferred:    Public sector experience (Federal, State or Local Government).
  • 4 Years Preferred:    Experience with PeopleSoft User Productivity Kit (UPK)
  • 4 Years Preferred:    Experience with the CAPPS State of Texas Baseline PeopleSoft 9.2 Modules General Ledger, Accounts Payable. Asset Management, and eProcurement.
