IMPACT (Information Management Protecting Adults and Children in Texas) is the computerized casework system all DFPS programs use to record intakes and document investigations and all case actions. A current modernization project is underway to transform a 21-year-old system into a modern web application to enable DFPS and external partners to enter and update case records more proficiently. This system is fundamental to the Child Protective Services (CPS) Division.

A Worker is requested to perform Project Management responsibilities to lead the CPS program through their Transformation activities that have implications for the IMPACT system and the modernization efforts. The Worker will also serve as a single point of contact for technology-related project communications between CPS and DFPS IT. The role will be responsible for high-level coordination of (a) multiple, concurrent IMPACT projects, (b) identification and prioritization of business processes/functions that need to be redesigned before system specifications can be developed, (c) planning and scheduling of CPS staff resources to support business process work, system design sessions, design review, and user testing, and (d) communication and training plans, scheduling, and execution.
The Worker will work closely with key CPS leaders, CPS IT Liaisons, other designated internal program staff, and additional contractor staff working on this effort.  The Worker will also work in concert with designated IT staff on business process redesign documentation that meets both CPS program user and IT needs, and ensure IMPACT system requirements and design specifications are clearly articulated for development.  The Worker will help ensure the CPS Use Cases are fully documented and program project plans stay on track.

Requirements:

8    Experience Project Management Life Cycle processes and documentation Skilled in delivering projects on time and within budget for projects with a large number of stakeholders
8    Strong verbal and written skills with all levels of an organization including line staff up to Executive staff
8    Skill with developing and interpreting Use Case documentation.
8    Skill in guiding large projects teams with internal and varied level of management involvement.
8    Skilled in change management and change readiness practices
8    Skilled in managing competing interests from various project stakeholders and reaching consensus for appropriate next actions.
2    Years' experience with HHS programs.
2    Years' experience working with caseworker systems.
8    Experience Project Management Life Cycle processes and documentation
Preferences:

5    Graduation from an accredited four-year college or university
5    Advanced skills using Visio and Visio Professional software.
3    Experience developing process flows using the Business Process Model Notation (BPMN) methodology.
3    Demonstration of creative thinking and business process analysis to solve business issues.
3    Experience with completing DIR-specific project templates such as change management plans, and reporting processes
2    Knowledge of SACWIS (statewide automated child welfare information systems).
