Hours: Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed. Some nights and weekends as needed.

All work products resulting from the project shall be considered “works made for hire” and are the property of the TDHCA.  TDHCA may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TDHCA will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
 
At the beginning of state fiscal year 2018, TDHCA initiated a project to implement the Centralized Accounting and Payroll/Personnel System (“CAPPS”) version of PeopleSoft Financials (“CAPPS Financials”) as a Hub agency, which means that TDHCA installed the latest version of CAPPS Financials (PeopleSoft Financials 9.2, PeopleTools 8.55.11, with State of Texas modifications included) in TDHCA’s server environment, and will interface with the Office of Comptroller of Public Accounts of Texas (“CPA”) systems. TDHCA currently uses the State of Texas version of PeopleSoft Financials 8.8 and PeopleTools 8.49. As part of TDHCA’s CAPPS Financials project, the agency will migrate data from 8.8 to 9.2 and reimplement TDHCA-specific modifications in 9.2.
 
The person hired into the PeopleSoft Financials Functional Analyst position will perform the following services in support of the project:
 
  • Conduct fit/gap work sessions with TDHCA Financial Administration management and staff, gather and analyze requirements, recommend best practices, document proposed customizations, develop and execute test scenarios, and assist the project supervisor in project planning and scheduling. In conducting the fit/gap work sessions, the Worker must be able to lead TDHCA staff through comparisons of how financial processes are performed today at TDHCA in version 8.8 to how they will be performed in CAPPS Financials.
  • Communicate with effective, high quality writing skills and work well in a project team environment, with a polite, positive attitude and a focus on customer service.
  • Perform PeopleSoft system configuration, including PeopleSoft security configuration (of roles and permissions for user account access purposes).
  • Perform data analysis for data migration plans in support of the TDHCA PeopleSoft Financials 9.2 software implementation.
  • Perform other reasonable services as necessary to ensure that the project can be successfully carried out.

II.WORKER SKILLS AND QUALIFICATIONS

 
            Minimum Requirements:
Years Skills/Experience
5 Hands-on experience with PeopleSoft Financials, including a high level of proficiency in all modules, especially Accounts Payable, General Ledger, and Purchasing. Must also have experience in at least one large scale implementation or upgrade involving PeopleSoft Financials 9.2. Excellent verbal, written communication, and presentation skills.
5 Experience conducting interviews, gathering requirements, conducting fit/gap analysis, developing and executing test scenarios, and project planning.
3 Experience in performing PeopleSoft configuration and security (roles/permissions) administration/setup.
1 Experience developing reports with Crystal Reports and BI Publisher.
                           
               Preferences:
Years Skills/Experience
4 Four year college degree with a major in Computer Science or related degree.
4 Experience developing in a PeopleSoft Financials 9.2 environment.
PeopleCode, PeopleTools (including Application Designer and  Application Engine), SQR, SQL, and COBOL.
Experience with Oracle.
Experience with Unix, Korn Shell, and data migration.
2 Experience working with and supporting the State of Texas version of PeopleSoft Financials (CAPPS Financials).
1 Experience with PeopleSoft Financials 8.8.
 
III.       TERM OF SERVICE
Services expected to start February 5, 2018 and are expected to be completed by February 28, 2019.  Total estimated worker hours shall not exceed 2000 hours. This service may be amended, renewed and/or extended providing both parties agree to do so in writing.
