Requirements/Preferences:
Texas Department of Family and Protective Services requires the services of 2 Software Engineer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document for the Texas Department of Family and Protective Services.
The primary work location(s) will be at 4900 N. Lamar Blvd, Austin, TX 78751. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Family and Protective Services will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Family and Protective Services.

- 8 years, Required - Hands-on ServiceNow development, customization, administration experience in ITSM, ITOM, S AM, ITBM and/or equivalent
- 5 years, Required - Experienced in most of ServiceNow ITBM, DevOps, SecOps, ITOM, ITAM, IRM, ITSM, and Change Management Practices
- 5 years, Required - Working knowledge of ServiceNow User Provisioning, Incident, Problem, Change, Asset, CMDB, Service Catalog, Email modules, etc.
- 5 years, Required - Designed, Developed, and implemented Integrations inbound/outbound with ServiceNow using Azure AD, Trusted Sources for SSO, Mid server, web services REST/SOAP, email and other relevant technologies
- 4 years, Required - Excellent communication skills verbally and in writing used when leading ServiceNow implementation activities, presenting to leadership, and training less experienced staff
- 8 years, Preferred - Industry and project experience with ServiceNow
- 5 years, Preferred - ServiceNow System Administrator and/or and Implementation Specialist certification
- 5 years, Preferred - Technical Documentation including Technical Design, Implementation, and Configuration Plans
- 5 years, Preferred - Experience implementing the Core Process Areas: User provisioning, Incident, Problem, Change, Service Catalog, Request, and CMDB
- 3 years, Preferred - Technical knowledge is highly desirable in programming e.g. Java, Javascript, SQL, etc.

The ServiceNow lead developer/administrator will lead end to end ServiceNow implementation at DFPS. The technical lead/developer will also act as ServiceNow Administrator.
This role is also responsible for the following:
- As a lead developer of the team, deliver hands-on configuration, development and integration services and serve in a quality assurance capacity for all project deliverables
- ServiceNow Certified System Administrator (CSA) and ServiceNow Implementation certification
- Experienced in Service Now implementations which span ITIL, ITSM and security/regulatory disciplines
- Leverage knowledge and experience to deliver end-to-end automated solutions which includes:
- User Provisioning process that integrates with internal and external systems
- Technical implementation of IT Infrastructure Library (ITIL) processes
- Workflow customization
- Ticketing
- Process automation
- Report development
- Dashboard creation
- System configurations
- Experience designing enterprise-scale ServiceNow architecture across ITSM, ITOM, ITAM, CMDB, Discovery, Service Mapping, SecOps, IRM/GRC, SPM, and HRSD.
- Strong expertise with Common Service Data Model (CSDM), CMDB governance, and Service Graph Connector architecture.
- Lead executive and stakeholder discussions regarding architecture decisions, risks, scalability, and modernization opportunities.
- Implement DevSecOps, CI/CD, ATF (Automated Test Framework), Source Control, and release governance practices.
- Define enterprise CMDB and CSDM strategy and ensure data quality across supported environments.
- Provide technical leadership for cloud, identity management, security, and enterprise integrations.
- Lead Developer in 5 or more end to end ServiceNow implementation projects
- Expert knowledge of LDAP, AD, SSO, Email Infrastructure, Web Services, ServiceNow Discovery, Service Mapping, and Discovery using Service Graph Connectors
- Experience in designing and developing integration with application in place that are custom built and COTS and SaaS products
- Participate in process flow analysis and process redesign sessions
- Understand how different ServiceNow modules interact to ensure that configuration done in one area is not negatively impacting other areas
- Knowledge of scripting language, including JavaScript
- Experience working with remote teams
- Share best practices and be consultative throughout the technical design and implementation of the project
- Experience establishing ServiceNow governance frameworks, architecture standards, and platform operating models.
- Expert-level JavaScript, Script Includes, Business Rules, Flow Designer, Integration Hub, and scoped application development.
- Experience implementing ATF, CI/CD pipelines, source control integration, automated deployments, and DevOps processes.
- Enterprise integration architecture experience using REST, SOAP, APIs, Azure Integration Services, and event-driven integrations.
- Experience with Azure, Entra ID (Azure AD), Identity Governance, MFA, SSO, RBAC, and enterprise security integrations.
- Knowledge of platform performance tuning, instance health, scalability, and upgrade management.
