Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
Required/Preferred:
8 years, Required - Experience in IT, supporting the design, development, or delivery of technology solutions.
8 years, Required - Experience with Integrated Eligibility systems, including full SDLC involvement (requirements through implementation).
8 years, Required - Experience in business analysis and data analysis.
8 years, Required - Experience conducting JAD sessions, eliciting requirements, and documenting business processes and data analysis findings.
8 years, Required - Experience using SQL, including the ability to create and execute complex joins.
8 years, Required - Experience analyzing data quality.
8 years, Required - Experience designing dashboards, including measures and KPIs.
4 years, Preferred - Experience with the Texas Integrated Eligibility Redesign System (TIERS).
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
Seeking a Senior Data Analyst with experience in business and data analysis, including leading JAD sessions, eliciting requirements, and documenting business processes and analytical findings. The ideal candidate will have strong SQL skills with the ability to develop and execute complex queries and joins, perform data quality analysis, and translate business needs into actionable insights. Experience designing dashboards, KPIs, and performance measures to support data-driven decision-making is required.
Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
The primary work location will be 4601 W. Guadalupe, Austin, Texas 78751.
Position will be 3 days remote with 2 days (Mon & Thurs) required to be onsite at the location listed above. **Subject to change per the hiring team**
Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius).
