The Technical Writer for IT Certification Program is intended to develop curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials and products that would integrate
DIR data and prerequisite skills tied to CTCM & CTCD certifications.
- Analyze training content for accessibility; and recommend changes to make content accessible and remediate accessibility issues.
- Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
- Relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, with a wide degree of latitude with given information on current IT Procurement.
- Consults with staff on the development of materials by gathering accurate information and translating technical content, including descriptions of concepts, process, and systems, into clear, user-friendly language.
Required/Preferred Skills:
- 8 years, Required - Experience designing, developing and implementing training curricula. Develop training programs, including instructor led courses, job‐aids, videos, etc.
- 5 years, Required - Skill in writing technical and business documents, and in the use of a computer and applicable software.
- 5 years, Required - Experience in technical writing, journalism, or communications work. Graduation from an accredited four-year college or university with major coursework in business administration, English, education, or a related field is generally preferred. Experience
- 4 years, Preferred - Knowledge of the techniques and methods of planning, organizing, and writing various types of materials
- 4 years, Preferred - Expert knowledge of MS Office Suite 2010 (Word, Excel, PowerPoint, Outlook). A high degree of aptitude and flexibility to deliver training on a myriad of software products.
Texas Department of Information Resources requires the services of 1 IT Certification Curriculum Writer, hereafter referred to as Candidate(s), who meets the general qualifications of IT Certification Curriculum Writer, Information Technology Contracting and Procurement and the specifications outlined in this document for the Texas Department of Information Resources.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Information Resources and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Information Resources will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Services are expected to start 04/13/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 800 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Information Resources. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 300 W 15th Street, Austin, TX 78701. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Information Resources will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Information Resources.
