Texas Health and Human Services Commission requires the services of 1 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Performs advanced business analysis work. Leads and facilitates the service-request lifecycle process via customer-related service requests, business requirements analysis, documentation of business workflows, solicitation of requirements, business requirements peer reviews, technical specifications, related artifacts review, and leading user acceptance testing prior to implementation. 

Acts as liaison between technical and non-technical customers, effectively providing automated solutions to business problems. Documents clear, detailed, and thorough technical specifications from simple to complex requests. May facilitate user design sessions. Ideas are expressed clearly and concisely, both written and verbally, and to address audiences effectively.

Collaborates with Project Managers, Program SMEs and technical staff to perform analysis, design and planning during project development and implementation stages. 

1. Performs advanced business analysis work. Leads and facilitates the service-request lifecycle process via customer-related service requests, business requirements analysis, documentation of business workflows, solicitation of requirements, business requirements peer reviews, technical specifications, related artifacts review, and leading user acceptance testing prior to implementation. (35%) 
 
2. Acts as liaison between technical and non-technical customers, effectively providing automated solutions to business problems. Documents clear, detailed, and thorough technical specifications from simple to complex requests. May facilitate user design sessions. Ideas are expressed clearly and concisely, both written and verbally, and to address audiences effectively. (30%) 
 
3. Collaborates with Project Managers, Program SMEs and technical staff to perform analysis, design and planning during project development and implementation stages. (10%) 
 
4. Provides quality assurance-related consultation to users. Communicates technical business processes verbally and via workflow diagrams. (10%) 
 
5. Participates on project teams in the delivery of IT solutions through the analysis and documentation of business processes, requirements and specifications. Promotes productivity and efficiency by studying current practices, helps customers analyze complex technical and managerial processes, identify inefficiencies, and assist customers to realize business value. (15%) 

Required/Preferred Skills: 

  • 8 years, Required - Experience in business analysis, business process mapping, requirements gathering and requirements documentation
  • 8 years, Required - Experience in data analysis and in analyzing of raw data
  • 8 years, Required - Experience in reviewing, analyzing, and evaluating business systems and user needs
  • 8 years, Required - Experience in building and tracking the Requirements Traceability Matrix
  • 8 years, Required - Elicit and clearly define and document customer needs and associated requirements
  • 8 years, Required - Analyze a variety of work processes and associated document and information flow
  • 8 years, Required - Analyze and document logical relationships among the data, process or events
  • 8 years, Required - High level of sound logical reasoning and analytical ability
  • 8 years, Required - Highly developed oral and written communications skills
  • 8 years, Required - High level of interpersonal skills to work effectively with others motivate employee and elicit work output
  • 8 years, Required - Knowledge and understanding of Information Technology industry trends, directions and market experience; ability to relate them to own organization
  • 8 years, Required - Knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, organizational structure, etc.
  • 8 years, Required - Knowledge of emerging technologies (new to company systems as well as those that are new to the information systems industry)
  • 8 years, Required - Knowledge of tools, techniques and good practices for protecting the integrity of corporate data and associated processing, company technology practices, standards and procedures
  • 8 years, Required - Knowledge of solution delivery utilizing Agile or Scrum methodology
  • 2 years, Preferred - Experience with Texas DIR Project Delivery Framework and document templates
  • 2 years, Preferred - Familiarity with company's information architecture and information management methodologies
  • 2 years, Preferred - Familiarity with the existing and planned software technology and the global, regional and local software architecture and infrastructure components
