4-7 years of experience in the field or in a related area as a senior Business Analyst (Technical). Familiar with standard concepts, practices, and procedures within application development projects. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. 2+ years of experience as a data analyst analyzing raw data using Excel, Tableau, etc.

DESCRIPTION OF SERVICES: (Required)
The Department of Information Resources (DIR) requires the services of one (1) Business Analyst hereafter referred to as Worker(s), who meets the general qualifications and the specifications outlined in this document for the Texas Department of Insurance (TDI).
One business analyst is being solicited by TDI to perform work on an agency application to serve the business needs of the Division of Workers’ Compensation (DWC). Emphasis of work performed shall be working as a business analyst, collaborating with a project manager, business product owners, and technical staff to elicit requirements and user stories. The worker shall be responsible with translating these stories and requirements into tasks for technical staff to program. The worker should have strong knowledge of and experience working on project requirements lifecycle. The contract staff shall work on an agile scrum team, participating in regular meetings, work sessions, and interactions with the business owners. They should be a self-starter with experience working in a virtual collaborative setting with a scrum development team. The worker should possess strong written and oral presentation skills, with abilities to help present work done in an application. Contract staff will also be responsible for writing technical and user documentation. This work will extend to at least one application, TXCOMP, but may also include other applications as determined by project scope. Any and all applications shall be limited to workflows, business processes, and other functionality originating from DWC.

CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will not be considered for this opportunity and the resume will not be submitted to the customer.

4 yrs - Required, Working as a business analyst on software application development projects, either as enhancements or ground-up initiatives
4 yrs - Required, Eliciting requirements from end users and forming epics and user stories, then translating them to functional tasks for technical staff
4 yrs - Required, Following requirements and user stories end-to-end to guarantee proper delivery of requested functionality
4 yrs - Required, Working on an agile scrum team as a business analyst
4 yrs - Required, Writing technical documentation
4 yrs - Required, Testing applications to ensure user requirements are met
2 yrs - Preferred - Working in with TDI applications
2 yrs - Preferred - Writing user documentation
2 yrs - Preferred - Using Microsoft Teams or other collaboration tool to communicate and work within a team.
